Franz adding new NPCs and ignoring mine again

:( Franz is ignoring all of my created NPC's and making his own. They aren't even showing up on the righthand side of the gameplay under the area description. ive tried starting and restarting different campaigns and he seems to keep doing it. i am not sure if i did something to break him or not but i really don't think i did
