Franz Doesn't Grab Details from NPCs

When querying Franz about an NPC's history or backstory, Franz doesn't pull in actual details that are in the NPC character sheet. For example, I asked about the father of one of my female NPCs. It's in her backstory, but Franz creates a brand new NPC which ruins the backstory created by world builders. He should only create things if they don't already exist in the world or in a character's back story.
