Franz Handles Movement Very Strangely

Why does he make NPCs move to odd places? Also sometimes one of my party members would just move independently away from The party. Or sometimes they’d just get left behind. Here’s also an example where Franz was supposed to move us down to the underground tunnels, and yet he moves us someplace else and multiple times even.

I was expecting Franz to create the POI for the underground tunnels.
