Franz repeating

Franz will often repeat the same lines or mini-quest over and over. In one game, he suggested I steal an obsidian locket from a Silas three separate times on the same night in game. I completed it the first time, changed it to stealing a notebook from somebody else the second time, and just completely ignored it the third time as I was frustrated that it kept coming up and just made him give me the info I was looking for. I found giving him specific instructions on what I needed was best but I don’t want to constantly suggest a quest for him to give me, sometimes it’s nice if it is organic and varied. Additionally, the NPCs I have been interacting with seem to get stuck in a loop of not really answering questions but giving the same vague response or ask me the same question over and over.
