NPCs not appearing in relationship creation list

Manage Relationships

Relationships now show up as a separate tab in character sheets, and you can now edit them both in campaigns and when you’re building worlds.

When I try to edit relationships between NPCs in the base world I’m building, I choose an NPC and then click Relationships and try to locate another NPC, but no one else appears appears in the list.
