Quests not working

I've noticed the fact that AI-generated quests don't work at all recently. Franz will generate a quest and then ignore the completion of the steps. Manually marking the quests as completed doesn't seem to reward xp either so there's not much point in even having quests enabled aside from acting as a reminder of what to do if you happen to return to a campaign that was left alone for a while. The ID provided directly correlates with a quest step, where I must bribe a merchant to receive information about something I'm looking for. I bribed the merchant, succeeded a persuasion check, and Franz still didn't mark the step as complete.
