Unable to add POIs to Map

I cannot create my own POIs in world builder, it will work on other games but for this one specific campaign it will not add in a POI, I can have Franz generate them and edit it, but its hard to build massive areas tat need alot of POI’s that way. Here is an event ID on the campaign that is bugged:
