Unable to generate quest

Quest Description

"Nakamura Toshi (中村 敏)" approaches the players with a request, his friend "Tanaka Hiroshi (田中 浩)" never returned with the bus after his shift on Decmber 23rd 1987. He worries for him and is currently holding the fort at "Yomiyama Bus Station (読山バス停)" for his return. This morning he was called from "Satō Haruka (佐藤 遥)" a supermarket employee from "Maruyoshi Supermarket (丸吉スーパー)". She said she witnessed someone put a sleeping passenger from bus stop "Bus Stop A – Government Buildings Area (近中央区バス停)" into the missing bus "Hida 823 (飛騨823)" She was worried it looked odd and contacted Nakamura as they're family friends.

"Nakamura Toshi (中村 敏)" thinks something has happened to "Tanaka Hiroshi (田中 浩)" and that someone stole the bus (it really is "Tanaka Hiroshi (田中 浩)" but the players won't know yet. He urges the players to go to the supermarket and speak with "Satō Haruka (佐藤 遥)"

Step 1 players receive quest where they can accept or decline.

Step 2 visit the "Maruyoshi Supermarket (丸吉スーパー)" and speak with "Satō Haruka (佐藤 遥)".

Step 3 "Satō Haruka (佐藤 遥)" thinks the bus shows up if people sleep at the bus stop because other people she spoke to about the incident, said the passengers were always sleeping. Got to bus stop "Bus Stop A – Government Buildings Area (近中央区バス停)"

Step 4 " Players will arrive on seen and see nothing out of the ordinary other than feeling like the overpowering urge to sleep. If they sleep they will wake up on "Hida 823 (飛騨823)" otherwise nothing will happen. Any bus stop location will do as an alterative if the players want to try that.

Step 5 The players will awake on "Hida 823 (飛騨823)" where "Tanaka Hiroshi (田中 浩)" is a the bus driver. They can convince them to come with them to "Yomiyama Bus Station (読山バス停)" if the players convince him, he will travel there with them and have a tearful reunion with "Nakamura Toshi (中村 敏)" thanking him for taking care of his family and forgiving him for what he did to him. He will pass away from his affliction afterwards. The players can also kill "Tanaka Hiroshi (田中 浩)" and take the bus back to "Yomiyama Bus Station (読山バス停)" where "Nakamura Toshi (中村 敏)" will grieve and curse the heavens for not giving him a chance to tell "Nakamura Toshi (中村 敏)" he forgave him for killing his wife.

I can’t seem to get this quest to work, it partially generates and mostly ignores the quoutations for specific pois and characters, usually referring to the lady at the corner grocer (no idea). It’s The Ghost Bus, phantom bus etc. I’ve tried simpler variants but i get the same bug “there was an error processing quest generation data”. Then I tried doing step by step generations but can’t save the step because I didn’t put a campaign final scene with a MAP Cover image and Interior Image even though I don’t have campaign final scene ticked at all and I have additional steps to add. I can’t add a screenshot of the bug i think it disappears but its very like generic with nothing to say other than report a bug.
