Why does regenating information cost credits.

I just spent most of my credits trying to explain to Franz why his information was wrong and he just kept saying mostly the same thing just in a different way. I therefore made pretty much no progress as he would ignore my suggestion for an update to what he was saying and just slightly reword his text which I was explaining was incorrect lore wise to the world.
I feel like this should not eat up a credit each time as no progress is being made merely annoyance with the AI not listening or understanding.
